I am not 100% sure about the English term – switching or electrical cabinet? The one on the left might be some telecom cabinet. You find them at public places (markets, squares etc.) in Germany as well (this is still France ;-)) .When needed the city/village provides power for everyone who needs it. And pays for it I assume.
What is it? Something to do with electrical transmission? The whole effect is intriguing and mysterious.

Thanks. That’s what I guessed but the hardware configuration is unfamiliar, different from what I’ve seen all over the US.
