I am not sure about this one. First: it’s in the middle of the town, that’s very unusual. Second: like you said, the holes are too small – in the end, these are not even holes, only the enamel has been chipped off. Perhaps airgun pellets?
And I though shooting signs was an American tradition. Perhaps this was left over from the War, but the bullet holes look too small for that.
